Immunisation Services Support Study

The Global Alliance for Vaccines & Immunisation (GAVI) proposes to commission an “Evaluation of the Immunisations Services Support (ISS) window of support by GAVI to countries. The ISS funding scheme is intended to increase immunisation coverage, improve immunisation reporting systems and provide reward shares based on increases in reported DTP3 coverage (with countries free to choose the inputs they need to achieve better coverage). The funding is performance-linked, in that from year 3 of support, the amount of funding a country receives depends on the numbers of additional children vaccinated compared to the previous year, and to verification of reported coverage by a Data Quality Audit (DQA) or approved coverage survey.
The overall aims of the evaluation are: (i) To assess the performance-related funding scheme for immunisation services strengthening (ISS) as approved by the GAVI Board in March 2002 in furthering GAVI's objectives, and (ii) To identify ways to improve it (if appropriate).
The findings of the evaluation are expected to inform the Board’s decision on whether to maintain or to modify the design of the present scheme. In addition, the findings will be used to inform the GFATM in developing its processes and mechanisms, and some specific issues are raised in this regard.
