1. Independent Review Committee (IRC) recommendations on new proposals and continued support

  • The IRC new proposals and monitoring teams are again commended for conducting a thorough and complete review, and providing insightful recommendations that will be helpful as GAVI considers its country support policies for phase 2.
  • The input provided by the Working Group to the IRC policy recommendations would be more helpful if it were more detailed and specific, with suggestions for next steps and actions.
  • It is clear that more technical involvement by the partners, especially WHO and UNICEF, is needed in countries. A major challenge for GAVI in phase 2 will be to ensure that the technical partners have the resources they need to provide that technical support to countries.
  • Regarding the IRC Monitoring team’s concern about how countries will find the resources to continue providing safe injection materials, WHO and UNICEF have initiated an investigation of how countries will support injection safety after GAVI/VF support ends; no action is recommended until that analysis is complete.

DECISIONS
The GAVI EC:

1.1 Approved the funding recommendations of the IRC new proposals team, and requested the Secretariat to communicate its request to the Vaccine Fund to release US$ 45,736,000 to support these recommendations.
1.2 Approved the funding recommendations of the IRC monitoring team, and requested the Secretariat to communicate its request to the Vaccine Fund to release US$ 117,127,320 to support these recommendations.
1.3 Welcomed the initiative by UNICEF to lead a task team to look into how GAVI/VF could provide support to countries in crisis. UNICEF will follow up with a specific proposal for the team’s terms of reference and composition.
1.1 Welcomed the initiative by WHO to lead an effort to explore waste management issues. WHO will follow up with a specific proposal for the effort.
