Financial Sustainability Plan (FSP)
Developed by GAVI partners, the financial sustainability plan is a document that assesses the key financing challenges facing the national immunization programme within the broader health financing context. It describes the government’s approach to mobilizing and effectively using financial resources to support medium- and long-term programme objectives. All countries receiving support from The Vaccine Fund are required to submit a financial sustainability plan in their second year of GAVI support. This plan outlines how the country, with support from its development partners, will sustain the benefits of enhanced immunization once the initial supplementary support from GAVI ends.
Front-loaded investment
The principle that substantial initial investments lead to lower long-term costs and proportionally greater impact than evenly distributing investments over time. GAVI and the Vaccine Fund look for areas in which early investments pay off in longer-term cost reductions.
